SA: This letter from 1881 has been marked with “10 Recommendations regarding the Teaching Staff”. In this document, RMH provides the Ministry of Education with an update on retirements, promotions and the needs for further recruitment at the Royal Institute for the Deaf-Mute.

From a purely “technical writing ball”-point of view this is an interesting document, written in a very special format. It covers 6 pages, however it was typed on one single sheet of paper (folio), folded up like a large map. The margin of each page is rather narrow but very tall, and it is impossible to scan each page in A4 format. I chose to divide each page in two parts, whereby the document is in 12 pages instead of 6. In addition, it is very interesting to note that one can easily see how much can be typed in each round of the unraveling of the ribbon. In the beginning of the letter it is obvious that the letters meet a part of the ribbon that holds a rather small amount of ink, making the typing weak and difficult to read. After 5-6 lines the characters become clearer and this situation is maintained for the next four pages. Then follows page 5 with the same number of lines with weak and unclear typing, probably because the ribbon has been rolled up, changed direction and has returned to the same spot where the printing ink is weak.

We can also see that the types are not perfectly level with each other – in several places A,O and U is placed too high on the line in relation to the other characters, while F is too low. Of course, this may be because the respective pistons of these types need to be adjusted, but it may also be as a consequence of RMH typing on a relatively thick bunch of paper, since he had to fold the big folio. This is only a hypothesis on my part, but perhaps this particular situation may cause the heavily slanted pistons to hit the paper “too early” in relation to what they would have done using only one sheet of paper – and consequently not properly adjusted. This could be easily tested by typing on a thick wad of paper with a writing ball, but unfortunately it is no easy to find a writing ball with which to put up such a test.

The letter has been corrected with a colored pencil and with a pen, and in a few places large paragraphs have been crossed out. Where I have managed to decipher the corrections, I have included them – otherwise I have left the text as it is.

TO THE MINISTRY FOR ECCELSIASTICAL AND EDUCATIONAL AFFAIRS.

IN RELATION TO THE TEACHING STAFF AND IN PARTICULAR THE DEPARTURE OF SEVERAL STAFF MEMBERS FROM THE ROYAL INSTITUTE: - FIFTH TEACHER MR JÖRGENSEN, BA, IS TRANSFERRED TO BE PRINCIPAL AT THE ROYAL INSTITUTE FOR THE DEAF-MUTE IN FREDERICIA[1]; THE DEMISE OF COULSELLOR GIÖE, SECOND TEACHER; THE TRANSITION OF NINTH TEACHER, MR SPARRE, BD, TO CLERICAL DUTIES; AND THE DEMISE OF MISS ALLEN, FIRST TEACHER, - I HEREWITH TAKE THE LIBERTY TO PRESENT A COMPREHENSIVE PROPOSAL TO THE MINISTRY.

I ALLOW MYSELF TO RECOMMEND THAT THE REQUESTS PRESENTED BY ME ON SEPTEMBER 26 THIS YEAR FROM TWO OF THE TEACHERS OF THE INSTITUTE, NAMELY FROM  MR PETERSEN[2] AND MR JENSEN[3] CONCERNING A RAISE OF 300 KRONER PER YEAR AS FROM OCTOBER ONE AND FROM SEPTEMBER ONE, RESPECTIVELY, BE GRANTED  WITH HIGH PRIORITY BY THE MINISTRY.

SECONDLY, IN RELATION TO MY REQUEST TO THE MINISTRY DATED SEPTEMBER 26 THIS YEAR CONCERNING THE APPOINTMENT IN THE DUTY AS FIRST TEACHER  MISS J.G.S. EGEDE, PRESENTLY SECOND TEACHER, AND THE APPOINTMENT OF THE WIDOW E.K. JACOBSEN, BORN HEIBERG[4], FOR THE POST AS SECOND TEACHER, EVIDENTLY THE DEATH OF MISS ALLEN, FIRST TEACHER, HAS NECESSITATED CHANGES IN MY PRECIOUS REQUEST.

IN RELATION TO MISS EGEDE’S QUALIFICATIONS TO BE FIRST TEACHER OF  THE INSTITUTE, I ALLOW MYSELF TO SUBMIT THE FOLLOWING: - SHE IS 44 YEARS OLD, HENCE SUFFICIENTLY MATURE FOR THE POST AND YET NOT TOO OLD; SHE HAS SERVED THE INSTITUTE FOR 20 YEARS AND HAS BEEN EMPLOYED REGULARLY AS SECOND TEACHER SINCE 1867; CONSEQUENTLY SHE HAS ACQUIRED A CONSIDERABLE EXPERIENCE DEALING WITH DEAF-MUTE CHILDREN, HAVING AN ADEQUATE KNOWLEDGE OF THE HAND-ALPHABET AND SIGN LANGUAGE OF THE DEAF-MUTE. SHE HAS ALWAYS TENDED TO HER DUTY AT THE INSTITUTE WITH DILIGENCE AND RELIABILITY. AS REPORTED IN MY PRESENTATION DATED SEPTEMBER 26 THIS YEAR I HAVE CONSIDERED IT TO BE NECESSARY TO HAVE MISS EGEDE ACT SINCE JUNE THE FIRST THIS YEAR AS FIRST TEACHER DURING THE ILLNESS OF MISS ALLEN.MISS EGEDE HAS FILLED THIS POST EXCELLENTLYAND HAS PROVEN HERSELF EQUAL TO ITS DEMANDS IN EVERY WAY. CONSEQUENTLY I AM DELIGHTED TO BE ABLE TO RECOMMEND HER TO BE APPOINTED TO THE POST, PRESENTLY VACANT, AS FIRST TEACHER AT THIS INSTITUTE. HOWEVER, SINCE THE EXISTING STATUTE REGULATING WAGES AND SALARIES OF THE INSTITUTE - /QUITE CONTRARY TO WHAT WAS RECOMMEND FROM HERE AND ALSO CONTRARY TO THE APPROVAL OF THE MINISTRY OF MY PROPOSALS/ - ESTABLISH A RATHER UNFORTUNATE SEPARATION OF THE TEACHERS OF THE INSTITUTE IN 2 CLASSES, THE CONSEQUENCE IS THAT MISS EGEDE CANNOT SIMPLY BE PROMOTED, RETAINING HER FULL SENIORITY; BUT PROVIDED THE MINSTRY AGREES TO APPOINT HER WITH FULL OR AT LEAST PARTIAL SENIORITY, OUR PROPOSAL TO THAT EFFECT WILL BE INCLUDED IN THE BUDGET FOR 1883 – 1884.

WITH REFERENCE TO THE ABOVE I ALLOW MYSELF TO REQUEST THE MINISTRY THAT MISS I.G.S.EGEDE, HITHERTO SECOND TEACHER OF THE INSTITUTE, BE APPOINTED FIRST TEACHER, COUNTING THE APPOINTMENT FROM THE DAY WHEN THE SALARY FOR THE FIRST TEACHER HAS NOT BEEN DRAWN, THAT IS FROM DECEMBER ONE THIS YEAR. – IN ADDITION I REQUEST THAT MISS EGEDE MAY, AS LONG AS SHE MAINTAINS HER APPOINTMENT, KEEP HER SALARY AS SECOND TEACHER UNCHANGED, NAMELY 1050 KRONER IN ADDITION TO COST OF LIVING ALLOWANCE AND EXTRA ALLOWANCE; - MEANING THAT FROM THE INSTITUTIONAL ACCOUNT NO 1 SHE IS PAID THE FIX STARTING SALARY OF A TEACHER OF FIRST RANK, I.E. 800 KRONER, COUNTING FROM DECEMBER ONE OF THIS YEAR, AND THAT SHE FROM THAT SAME DAY SHALL RECEIVE 250 KRONER PER YEAR FROM ACCOUNT 2, THE TOTAL SUM OF ALLOWANCES, EXCEPT FOR THE COST OF LIVING ALLOWANCE AND ANY ADDITIONAL ALLOWANCE FROM THAT SAME ACCOUNT, EVERYTHING IN PARITY WITH WHAT SHE HAS SO FAR RECEIVED IN HER CAPACITY AS SECOND TEACHER. IN ADDITION SHE WILL BE ALLOWED FREE LODGING /LEVEL OF FIRST TEACHER/ FOR A SINGLE WOMAN.

AS A CONSEQUENCE OF THE SUGGESTED APPOINTMENT OF MISS EGEDE AS FIRST TEACHER AND THE ENSUING VACANCY ON THE POST AS SECOND TEACHER AT THIS INSTITUTE, I TAKE THE LIBERTY TO PROPOSE TO THE MINISTRY THAT WIDOW ELISABETH KRISTINE JACOBSEN, NÉE HEIBERG, IS APPOINTED IN THIS POST. MRS JACOBSEN IS 36 YEARS OLD AND HAS THE NECESSARY EXPERIENCE AND MATURITY TO TAKE OVER THIS TASK. SHE IS A DAUGHTER OF THE PREVIOUS HIGHLY ESTMEEMED PRINCIPAL, LATE PROFESSOR HEIBERG. SHE WAS BORN AND RAISED AT THE INSTITUTE AND SINCE CHILDHOOD COMPLETELY AT HOME WITH THE SIGN LANGUAGE AND HAND ALPHABET OF THE DEAF-MUTE. AS REPORTED IN MY ABOVE MENTIONED LETTER OF SEPTEMBER 26 THIS YEAR, I SAW IT AS  NECESSARY TO, AS A TEMPORARY MEASURE AND FROM JUNE 1 THIS YEAR, HAND OVER THE TASK AS SECOND TEACHER OF THIS INSTITUTE; SHE HAS SINCE THEN FILLED THE POST EXCELLENTLY IN EVERY REGARD AND TO THE FULL SATISFACTION OF HER SUPERIORS, AND I AM THEREFORE DELIGHTED TO REQUEST THE MINISTRY TO APPOINT HER TO THE POST AS SECOND TEACHER, POSSIBLY AS FROM DECEMBER ONE THIS YEAR WITH A STARTING SALARY OF600 KRONER ANNUALLY, IN ADDITION TO ANY COST OF LIVING ALLOWANCES AND ALSO WITH FREE LODGING FOR A SINGLE WOMAN.

IN ADDITION I REQUEST MINISTRY APPROVAL FOR THE EXPENSES FROM ACCOUNT 2, THE TOTAL SALARY AMOUNT, EXPENSES OF 50 KRONER PER MONTH BEING THE SALARY FOR MRS JACOBSEN’S ABOVE INDICATED DUTY DURING THE PERIOD FROM JUNE 1 THIS YEAR UNTIL NOVEMBER 30, I.E. 50 KRONER MONTHLY FOR 6 MONTHS = 300 KRONER.

REFERRING TO MY LETTER OF THE 15TH THIS MONTH AND RELATING TO THE  REASONS WHICH SUPPORT  THE PROPOSAL THAT BY THE DEMISE OF COUNSELLOR GIÖE THIS VACANCY AS SECOND TEACHER BE FILLED BY THE PROMOTION OF EACH AND EVERYONE OF THE TEACHERS OF THE INSTITUTE, AND ALSO REFERRING TO MY LETTER OF SEPTEMBER 26 THIS YEAR ABOUT THE APPOINTMENT OF THE POST AS FIFTH TEACHER FOLLOWING PRINCIPAL JÖRGENSEN’S TRANSFER, I HEREBY TAKE THE LIBERTY TO PROPOSE AS FOLLOWS:

THAT TRANSLATOR LASSEN[5] , HITHERTO SIXTH TEACHER OF THE INSTITUTE, BE APPOINTED FOURTH TEACHER  AND THAT THIS APPOINTMENT BE COUNTED FROM APRIL 1 THIS YEAR, THIS BEING THE DAY FROM WHICH A FIX SALARY AMOUNT WAS MADE AVAILABLE AS AN EFFECT OF THE TRANSFER OF PRINCIPAL JÖRGENSEN, - AND THAT TRANSLATEUR LASSEN, FOR THE DURATION OF THIS APPOINTMENT, SHALL RECEIVE OVER AND ABOVE THE STIPULATED STARTING SALARY OF 1000 KRONER ANNUALLY FROM THE INSTITUTIONAL ACCOUNT NO 1 SHALL ALSO RECEIVE 400 KRONER IN ADDITION TO ALLOWANCE FOR LIVING EXPENSES AND ANY EXTRA ALLOWANCE, TO BE DERIVED FROM ACCOUNT NO 2, OTHER HONORARIAE, THE TOTAL SUM OF WHICH WILL AMOUNT TO THE EXACT SUM  MR LASSEN HAS BEEN PAID SO FAR AS SIXTH TEACHER, IN ADDITION TO KEEPING THE LODGING  FOR A SINGLE MAN AND ALSO FREE BOARD AND LAUNDRY SERVICE AT THE LEVEL OF A STUDENT OF THE INSTITUTE. IN RELATION TO THE QUALIFICATIONS OF TRANSLATOR LASSEN FOR THIS POST I PERMIT MYSELF TO REFER TO MY PREVIOUS RECOMMENDATIONS CONTAINED IN MY LETTER OF 26 SEPTEMBER THIS YEAR. – IN ADDITION I NEED TO UNDERLINE THAT THE APPOINTMENT OF MR LASSEN AS FOURTH TEACHER WILL NOT NECESSITATE ANY CHANGE IN THE AMOUNT BUDGETED IN 1882-83 FOR THE APOINTMENT OF FIX EMPLOYMENT FOR MR LASSEN AS FITH TEACHER OF THE INSTITUTE WITH SENIORITY AS FROM APRIL 1, 1871. – THAT WHICH IS GRANTED WILL BE, OF COURSE, THE TRANSFER OF HIS SENIORITY, WHEREAS THE TITLE OF FIFTH OR FOURTH TEACHER ETC IS PURELY A FACTOR OF THE SENIORITY OF THE TEACHERS IN RELATION TO EACH OTHER.

SUBSEQUENTLY, I REQUEST THE MINISTRY TO ALLOW THE PRESENT SEVENTH TEACHER MR P. PETERSEN  TO BE APPOINTED AS FROM DECEMBER 1 THIS YEAR, THE DAY FROM WHICH A  STARTING SALARY UNDER ACCOUNT NO 1 HAS BECOME AVAILABLE, CONFIRMING HIS POST AS FIFTH TEACHER OF THIS INSTITUTE, MEANING THAT FOR THE DURATION OF THIS APPOINTMENT, MR PETERSEN SHALL RECEIVE, OVER AND ABOVE THE STIPULATED  STARTING SALARY OF 1000 KRONER ANNUALLY FROM ACCOUNT NO 1, 200 KRONER ANNUALLY, PLUS ALLOWANCE FOR LIVING EXPENSES AND ANY EXTRA ALLOWANCES FROM THE INSTITUTIONAL ACCOUNT NO 2, THE TOTAL SUM OF WHICH WOULD AMOUNT TO THE SAME HONORARIUM HE HAS BEEN PAID SO FAR AS SEVENTH TEACHER, PLUS THE 300 KRONER SALARY INCREMENT MENTIONED ABOVE, HOPEFULLY GRANTED HIM AS FROM OCTOBER 1 THIS YEAR, PLUS THAT HE SHALL, AS LONG AS THIS APOINTMENT IS VALID, KEEP THE FREE LODGINGS HITHERTO ENJOYED BY HIM AT THE LEVEL OF A SINGLE MALE, AS WELL AS FREE BOARD AND LAUNDRY SERVICES AT THE LEVEL OF A PUPIL AT THE INSTITUTE. IN RELATION TO THE QUALIFICATIONS OF TEACHER PETERSEN TO BE APOINTED FIFTH TEACHER, I ALLOW MYSELF TO REFER TO MY PREVIOUS RECOMMENDATIONS, ACCOMPANYING HIS PREVIOUSLY MENTIONED REQUEST FOR A SALARY INCREMENT. – QUITE POSSIBLY, THE FIX APPOINTMENT OF TEACHER PETERSEN MIGHT WELL BE INCLUDED IN THE BUDGET FOR 1883 – 1884.

NEXT, I TAKE THE LIBERTY – IN CONTINUATION OF MY LETTER TO THE MINISTRY OF THE 12TH OF THIS MONTH – TO REQUEST THE MINISTRY THAT THE TEACHER RECOMMENDED BY ME FOR THE POST AS NINTH TEACHER, MR HOLCK B.A., BE APPOINTED NOT AS NINTH, BUT AS SEVENTH TEACHER AT THE INSTITUTE, - THIS BEING AS LOGICAL CONSEQUENCE OF THE UPPER MENTIONED TWO PROPOSED APPOINTMENTS.

PROVIDED THE MINISTRY AGREES TO THE ABOVE PROPOSALS, THE INSTITUTE WOULD NOW BE IN A POSITION TO HIRE AN EIGHTH TEACHER AND A NINTH TEACHER, AND THE APPLICANTS FOR THESE VACANCIES ARE: MR HOLCK, B.A.,  MR LINDHOLM, TEACHER TRAINEE, MR FRITZ BECH[6], AND MR POULSEN, TEACHER TRAINEE. IF MR HOLCK IS APPOINTED AS SEVENTH TEACHER, TWO OF THE THREE OTHER APPLICANTS – INCIDENTALLY ALL OF WHICH SEEM SUITABLE FOR THE POST – COULD BE APPOINTED EIGTH, RESPECTIVELY NINTH TEACHER. AS REGARDS THE POST OF EIGTH TEACHER, TEACHER LINDHOLM SHOULD PROPBABLY BE RECOMMENDED; HIS APPLICATION IS ACCOMPANIED BY EXCELLENT RECOMMENDATIONS AND HE GRADUATED FROM TEACHER TRAINING COLLEGE WITH THE HIGHEST DEGREE. FOR THE POST OF NINTH TEACHER EITHER MR BECH OR MR POULSEN COULD BE APPOINTED; IN SPITE OF THE FACT THAT HE HAS NOT COMPLETED HIS TEACHER TRAINING, HIS UNDERGRADUATE TOP MARKS AND HIS EXCELLENT RECOMMENDATIONS ALL INDICATE THAT HE IS AN UNUSUALLY GIFTED AND HARDWORKING PERSON,EXCELLENTLY SUITED TO BE A TEACHER. MR POULSEN ACHIEVED THE SECOND-HIGHEST MARK AT HIS TEACHER TRAINING COLLEGE EXAM, YET COMING CLOSE TO THE HIGHEST MARK, AND HE COMES WITH VERY GOOD RECOMMENDATIONS FOR HIS TEACHING SERVICE.

IN RELATION TO THE ABOVE, I PERMIT MYSELF TO PROPOSE THAT MR L.V.LINDHOLM/TEACHER AT NÖRRE –ÖRSLEV, FALSTER/ IS APPOINTED, FOLLOWING THE USUAL PROCEDURES AND IF POSSIBLE FROM JANUARY 1 AS EIGTH TEACHER AT THE INSTITUTE – WITH A SALARY OF 600 KRONER ANNUALLY OVER AND ABOVE FREE LODGINGS FOR A SINGLE MALE AS WELL AS FREE BOARDING AND LAUNDRY SERVICES AT THE LEVEL OF A PUPIL OF THE INSTITUTE. IN ADDITION, I ALLOW MYSELF TO PROPOSE THAT MR FRITZ BECH/ADDRESS H.C.ANDERSENSGADE  4, COPENHAGEN K/ OR MR POULSEN/ADDRESS VARPELÖV, KLIPPINGE/ BE APPOINTED BY THE MINISTRY, IF POSSIBLE AS FROM JANUARY 1, 1882 AS NINTH TEACHER OF THE INSTITUTE AND WITH THE SAME SALARY AND ALLOWANCES AS HITHERTO  ATTACHED TO THIS POST.

- - - - - - - - - - - -

IN SUMMARY, IF THE MINISTRY AGREES  TO THE ABOVE PROPOSALS, THE RANKING ORDER OF THE INSTITUTE WOULD BE AS FOLLOWS:

SECOND TEACHER……………..GRAM.

THIRD TEACHER……………….. NYEGAARD[7].

FOURTH TEACHER……………..LASSEN.

FIFTH TEACHER…………………PETERSEN.

SIXTH TEACHER………………...JENSEN.

SEVENTH TEACHER……………HOLCK.

EIGTH TEACHER………………..LINDHOLM.

NINTH TEACHER…………………BECH OR POULSEN.

FIRST TEACHER (FEMALE)……MISS EGEDE.

SECOND TEACHER (FEMALE)..MRS JACOBSEN

THE PROMOTION OF THIRD TEACHER, MR GRAM, TO THE POST AS SECOND TEACHER AND OF FOURTH TEACHER, MR NYEGAARD, TO THE POST AS THIRD TEACHER, AS WELL AS THAT OF EIGTH TEACHER, MR JENSEN, TO THE POST AS SIXTH TEACHER, WOULD, IN CONFORMITY WITH THE PROCEDURES THAT WE HAVE ALWAYS FOLLOWED, BE A SIMPLE CONSEQUENCE OF CARRYING INTO EFFECT THESE SUGGESTED PROMOTIONS WITHOUT HAVING TO COMMUNICATE THIS FORMALLY TO THE THREE TEACHERS.

PROVIDED THE MINISTRY AGREES TO THE ABOVE PROPOSALS, THERE WILL REMAIN A SUBSTANTIAL BALANCE ON ACCOUNT NO 1, ‘ FIX SALARIES’ , AND AS FAR AS ACCOUNT NO 2, ‘TOTAL SUM OF HONORARIA’, IS CONCERNED, THE SUM TOTAL OF THE SALARY EXPENSES FROM THIS ACCOUNT TO THE ENTIRE TEACHING STAFF WILL AMOUNT TO 5600 KRONER FOR THE FINANCIAL YEAR 1881-82, AND THE SUM TOTAL OF SALARIES TO ALL OTHER STAFF CATEGORIES OF THE INSTITUTE WILL AMOUNT TO 5504 KRONER. CONSEQUENTLY, THE TOTAL EXPENDITURE ON THE LATTER ACCOUNT WILL AMOUNT TO 11104 KRONER. BUT SINCE THE MINISTRY HAS AUTHORISED EXPENDITURES ON THIS ACCOUNT TO THE TUNE OF 11880 KRONER, THE LATTER ACCOUNT WILL, AT THE END OF THE FINANCIAL YEAR[8] HAVE A CONSIDERABLE BALANCE.

AS FAR AS I UNDERSTAND, IN THE EVENT OF THE MINISTRY’S APPROVAL OF MY ABOVE PROPOSALS, THERE WILL BE NO NEED FOR AN ORDER FROM THE MINISTRY TO THE BURSAR’S OFFICE IN RELATION TO THE NECESSARY PAYMENTS OF SALARIES AND ALLOWANCES; - ALL SUCH PAYMENTS CAN BE MADE, USING THE BUDGETS FUNDS ALREADY AVAILABLE UNDER THE MONIES ATTACHED TO THE PRINCIPAL AND CAN BE INCLUDED IN THAT SAME ACCOUNT.

[1] SA: It was RMH himself that made sure Georg Jørgensen was appointed principal of the recently established institute in Fredericia. The establishment of that institute was a consequence of the proposal from RMH’s hand in 1880, and all teaching there was to be conducted in accordance with the “new” lip reading method or speech method as it was called at the time. Georg Jørgensen was a sworn adherent of this method and must surely have been the right man at the right place!

[2] SA: Teacher P. Petersen later wrote a very beautiful and moving account of RMHs last days – printed in “Smaablade for Døvstumme” (“leaflets for the Deaf-Mute”) in 1891. Please refer to “Death and Burial” on our website.

[3] SA: After RMH’s death, teacher O.C. Jensen wrote an obituary that was printed in  “Tidskrift för Dövstumskolan” (Magazine for the school of the deaf-mute) N:o 6  1890, delineating the most personal portrait of RMH that we know of. See under “Obituaries”.

[4] SA: Mrs Jacobsen is RMH’s sister-in-law, daughter of Søren Johan Heiberg (1810-1871) who was the father of RMH’s first wife, Cathrine Georgia Heiberg (1841 – 1876) who died giving birth. At the time of this document RMH is married with Anna Steenstrup (1842-1897).

[5] SA: Later on, H.J. Lassen was appointed Inspector at the Royal Institute for the Deaf-Mute

[6] SA: Eventually, Fritz August Bech (1863 – 1945) was appointed to this post. And Mr Bech was to become very important for RMh as well as for his family and for the entire cause of the deaf-mute in Denmark. Bech married RMH’s daughter Zarah (1870-1910), fathering five children; later on he was appointed principal of the institute in Fredericia  and was for many years chairman of the Danish Association for the Deaf as well as publisher of various magazines and articles and editor of “Effata”, the journal of and for the deaf.

[7] SA: Gram and Nyegaard were both deaf-mute and worked throughout their lifetime for the Royal Institute for the Deaf-Mute

[8] JMC: The end of the financial year 1882/83 was June 30, 1883
